Rolla Technical Institute/Center (RTI/C) is required to provide a report on its website within 30 days of signing the Certification and Agreement for Section 18004(a)(1) of the CARES Act and then to update it quarterly for the duration of the CARE Act grant. Following are the required items and RTI/C’s specific report:
1. An
acknowledgement that the institution signed and returned to the Department the
Certification and Agreement and the assurance that the institution has used, or
intends to use, no less than 50 percent of the funds received under Section
18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to
students.
RTI/C was allocated up to $210,305.00
under Section 18004(a)(1) of the CARES Act.
RTI/C signed the Certification and Agreement on May 6, 2020 and returned
it to the Department thereby assuring that the school will use no less than 50%
of the funds to provide Emergency Financial Aid Grants to students. At this time, RTI/C has only applied for 50% or $105,153.00,
none of which will be used by the institution.

The total amount of funds that the institution will receive or has
received from the Department pursuant to the institution’s Certification and
Agreement [for] Emergency Financial Aid Grants to Students.
RTI/C signed the Certification and
Agreement on May 6, 2020 and applied for $105,153.00 to be used to provide
Emergency Financial Aid Grants to students.
RTI/C received notification on May 15, 2020 that the award was approved. To date, RTI/C has only applied for and
been approved for the first 50% of the total allocation available.

The total amount of Emergency Financial Aid Grants distributed to
students under Section 18004(a)(1) of the CARES Act as of the date of
submission (i.e., as of the 30-day Report and every 45 days thereafter).
As of 12/31/2020, RTI/C has awarded
$59,000.00 to students in the form of Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES
Act.

The estimated total number of students at the institution eligible
to participate in programs under Section 484 in Title IV of the Higher
Education Act of 1965 and thus eligible to receive Emergency Financial Aid
Grants to students under Section 18004(a)(1) of the CARES Act.
At the time the CARES Act grant
money became available to be distributed, RTI/C had 39 students eligible to
participate in programs under Section 484 in Title IV of the Higher Education
Act of 1965 and thus eligible to receive Emergency Financial Aid Grants under
Section 18004(a)(1) of the CARES Act.
5.
The total number of students who have received an Emergency
Financial Aid Grant to students under Section 18004(a)(1) of the CARES Act.
As of 12/31/2020, 38 students have
received Emergency Financial Aid Grants under Section 18004(a)(1) of the CARES
Act.
6.
The method(s) used by the institution to determine which students
receive Emergency Financial Aid Grants and how much they would receive under
Section 18004(a)(1) of the CARES Act.
RTI/C was able to determine that
all eligible students would have had expenses related to the campus disruption
due to COVID-19. Further, the school was
able to establish a conservative estimate that could be used for a base Emergency Financial Aid Grant amount to be offered to all eligible students.
In addition to the base Emergency Financial Aid Grant offered to all eligible students, RTI/C
developed an application process to apply for additional Emergency Financial Aid Grants if they had
expenses in excess of the base Emergency Financial Aid Grant amount.

Any instructions, directions, or guidance provided by the
institution to students concerning the Emergency Financial Aid Grants.
When possible, the Financial Aid department met with groups of
students and presented information about the CARES Act, the base Emergency Financial Aid Grant being
offered, and the process to apply for additional Emergency Financial Aid Grant funds. When not possible, this information was emailed
to students.

RTI/C is required to provide a report on its website for Section18004(a)(3) of the CARES Act quarterly beginning October 30,2020 and then to update it quarterly for the duration of the CARE Act grant. RTI/C did not receive notice of its section 18004(a)(3) award until November 3, 2020, which was after the deadline for the first quarterly report. As of December 31, 2020,the end of the 2nd quarterly reporting period, RTI/C had not expended any section 18004(a)(3) funds.
